Governments should legislate to ban dowry, such as late-night marriages, to make dowry a crime, and to impose heavy fines on those who commit such crimes.  

Strict action is required to put an end to this business and the intervention of state Islamic organizations should be made mandatory.  

Parents must also work hard to eradicate the scourge of dowry in the society. 

They should pledge that they will not give or take dowry. 

People should also be told that asking for dowry is not a crime but gifts beyond one's means.  

Giving a dowry in the name of Allah or fulfilling the demands of dowry by selling one's property is a moral crime.  

It is not a matter of death alone but daughters are proving to be a problem for the poor and thousands of girls are falling prey to this fistula every day.
